A. Introduction

The Municipal Government of Consolacion has been effectively run by our twelve (12)
elective officials led by our Local Chief Executive, Hon. Mayor Avelino J. Gungob, Sr..
Complimenting our ten (10) Departments and fifty (50) rank-and-file employees, are
139 Program workers, whose job order contract has been reviewed by Civil Service
Commission quarterly, under the following programs:

1. Solid Waster Management
2. Environmental Protection
3. Maintenance of Roads and Public Buildings
4. Traffic and Security Operations

Both office and non-office personnel have fully supported the operations of different
departments especially in the Technical Departments in undertaking the following works:

A) The Task Force of the Engineering Department implements:

1. Road concreting – With the Mun. Engineer, the LCE estimates 1-km concreting work: to
project cost of P 1 million only. Lately, our P 600,000 fund undertakes the concreting works
at Pob. Occ. (Bamboo Hills), Nangka (V&G access) and Casili (Sto. Niño II and Cambiohan)
and P 500,000 asphalting of about half kilometer works in the Poblacion, Tugbongan, and Nangka
2. Road widening and opening in upland barangays
3. Other on-going projects include: waterworks system at Garing, Polog, Panas, and
Panoypoy; deep well construction; and establishment of communal toilets
4. Public market road improvement
5. Drainage project at Cansaga and Polpogan
6. Rehabilitation of creek (dredging of Pitogo Creek and creek beside the Public Market)

B) Maintenance of Streets and Solid Waste Management

- Street cleaners are assigned at respective areas and garbage collection regularly disposes
our municipal waste. This is under the supervision of the MPDC.

C) Motorpool Maintenance

- In the maintenance and repair of heavy equipment and all service vehicles of the local government,
the Municipal Transport Maintenance Office undertakes this major task. This is concurrently, under the
Mayor’s Office.

D) Clean and Green Program

- Before this new administration assumes leadership on July 2001, the LGU ranks very low in
provincial search (Gawad sa Pangulo sa Kapaligiran) but in the second semester, Consolacion
improves to rank 18. In the year 2002, the LGU ranked 6th Evaluation this year 2003 – Consolacion
ranks 2nd place.

E) Peace & Order and Traffic Operations

- The Chief Executive commends the good performance of our PNP Force under the able leadership
of P/SInsp Armendarez and his men for the active regular / weekly operations against drugs, criminality
and illegal gambling, despite the limited number of men in uniform. The Traffic Operations, supervised
by PNP – traffic in coordination with CONTRACOM presentky have two (2) teams manning the busy
streets on shifts.

 

B. 2001-2003 Projects (During the Administration of Mayor Gungob)

Lastly, with a deep sense of joy and fulfillment, the LCE shares these with our beloved constituents,
the pride and honor of the Municipal Government of Consolacion as:
• 1st runner-up in Most Outstanding Government Agency (Municipal Category) in Region 7,
in the Field of Personnel and Records Management (Awarded last September 26, 2003 by
Civil Service Commission, Region VII)
• 2nd place – Gawad Pangulo sa Kapaligiran (Cleanest & Greenest) LGU’s of Cebu Province
Contest of 2003 1st Grading Period

Let us continue to gear our town and people up to greater heights. With the concerted efforts of all;
government thru its local leaders and employees; private sector thru civic organizations, NGO’S,
PO’s; the church thru religious leaders and parishioners and all sectors of society; women, youth,
children, elderly, and ordinary town folks – shall we work harder and live in harmony with our serene
and progressive Consolacion under the stewardship of the One Almighty.
